"Educational purpose" is just one of the factors to use in judging whether
your use of copyrighted works is "fair use" and thus allowable under federal
law:
1. the purpose and character of your use
2. the nature of the copyrighted work
3. the amount and substantiality of the portion taken, and
4. the effect of the use upon the potential market.
When in doubt, you're advised to ask the copyright holder for permission.
Use of currently copyrighted works would seem especially dangerous for
high-profile music clips such as TV show themes, advertisements, popular
songs, etc. where use of the clip really adds effectiveness (i.e. value) to
your material.

Hi all,
We're creating a library of short videos and want to add music clips
during the beginning and ending portions. Since we are an educational
site and not profiting monetarily from the use of the music, my
understanding was that there are no copyright or royalty issues, but I'm
not sure if that's correct. Can anyone give me some guidance here?
