What you're describing may be the "multipart/alternative" MIME
type, a standard way to accommodate both HTML and plain text versions
of your newsletter - or any other body content - in a single email
message. A couple of introductory articles:
"Send Your Email Marketing Messages as Multipart/Alternative"
http://email.about.com/cs/marketingtips/qt/et051003.htm
"Sending HTML and Plain Text E-Mail Simultaneously"
http://www.wilsonweb.com/wmt5/html-email-multi.htm
(mentions a couple of bulk email tools which are said to do this well)
If you're using a web-based tool for generating and/or sending your
email newsletter, check with your tool provider to see if they can
accommodate this, or look for recommendations for another who can.
If you're doing this via a program or script, by searching on
"multipart/alternative" in a search engine like Google, you can also
find articles with tips on generating these messages using various
languages, such as Java
