At the website where I used to work, we made sure to have text menus (at
bottom of pages, etc.), and whenever we did anything dynamic with menus we
made sure to have the option to click to a static menu with a "go" button.

I haven't worked with Javascript in a long time, but I gather accessibility
has come a long way. Is this article of use? It pertains specifically to
Javascript popups, but accessibility-friendly ones.
