Melanie, there are many "open source content management system which is
rumored to sustain Web materials in mostly structural, potentially valid
XHTML/CSS" ... one place to see is http://opensourcecms.com/ another is
http://cmsreview.com. cmslist.org might be overkill for some.
Plone requires Zope which I hear is YAHTC (yet another hill to climb)
[insert laughter] and not as popular as php or perl.
ATM, i'm looking at drupal and it looks promising.
