It all depends on what design you decide on. NN4 doesn't hate all CSS-P.
This page displayed just fine in NN4.78. It even degraded nicely in NN3 (my
"no CSS" browser).

Besides, when you think of everything else users can do to us that we have
to worry about; PC vs Mac, 15" monitor vs 21" monitor, 640x480 vs 1600x1200
resolution, maximized vs small screen browsing,
graphics/colors/fonts/css/javascript vs none of the above, the multitude of
browsers and versions, adding NN4 support is sometimes not that difficult.

Speaking of Javascript support, I can highly recommend Mozilla 1.4
(Netscape 7.1) for detailed control over Javascript. Allows rollovers, but
blocks pop-ups, among other things. Pretty nifty.
