Adam: In creating the NewsCenter and redesigning other pages on
the main campus site, our target was to design to current web
standards, but in a way that degrades gracefully for earlier browsers.
That's why we not only went the dual-stylesheet route for V4 and
earlier browsers, but also use stylesheets only for typography and
design elements, not for page layout. (Netscape 4 really chokes on
CSS-P, and there's not a good way around it for pages as dynamic
as ours). Our pre-design research indicated that the number of
visitors to berkeley.edu pages using Netscape 4.x and other pre-CSS
browsers was in the single digits, but anecdotally we know that there
are entire departments around campus for whom that is the only
supported browser, and we didn't want to exclude them from the
NewsCenter pages.

When building new pages, we aim for design consistency on
IE5.5/Win, IE5.1/Mac and NS7.1/Win&Mac, and we also test for at
least basic functionality and legibility on NS4.7/Win&Mac. That's
hardly an exhaustive list of target browsers, nor even the most
current version in some cases, but it covers the vast majority of the
users we see in our logs (plus we're limited by the hardware and
supported software available to us).
