NEW MICROSOFT AGREEMENT
UC has negotiated an important new agreement with Microsoft. For
many departments, the agreement will provide the most cost-effective
and convenient way of licensing Microsoft software. The new
agreement is called the Microsoft Consolidated Campus Agreement
(MCCA). To create this agreement, Microsoft made significant
modifications to its standard Microsoft Campus Agreement in order to
accommodate a set of issues presented by UC negotiators.
MCCA provides licenses for Microsoft products on an annual
subscription basis, rather than perpetual licenses as with Microsoft
Select or the boxed Microsoft products. The agreement permits UC
departments to enroll for an initial year and then have an option to
renew.
Some advantages of the agreement are listed in the last section below.
ACTION NEEDED IN THE MONTH OF MAY
Departments interested in MCCA need to be aware of some events in the
month of May:
1. Presentations about MCCA will be held on 5/5 and (possibly) 5/14.
See below.
2. An open enrollment period will take place from 5/1/03 through
5/30/03. The purchase volume achieved by UC during May will
determine the final cost not only of the May enrollments but of any
subsequent enrollments during the first year. Therefore,
departmental action is needed in May in order for UC to achieve the
highest benefits from this agreement.
Because these events are coming up soon, it is important for
departments that might participate in MCCA to learn about the
agreement now. Sources of information are described below.
SOURCES OF INFORMATION
MCCA Website
Departments are urged to study information about the agreement that
is being maintained on a restricted UCOP website. Information is
still being added to the site; in particular, there will be an
extensive list of Frequently Asked Questions (FAQs). To request
access to the site, send email to Chris Ferreira at
products@socrates.berkeley.edu, with the subject line "Requesting
access to MCCA website." The following information should be
included in the request:

MCCA Presentations
Department are also urged to attend a presentation about MCCA on May
5th in 60 Barrows. One or both of the following time slots will be
used for this:
5/5/03 from 10:30 am to noon
5/5/03 from 1:30 to 3:00 pm
(In addition, there may be another presentation in 60 Barrows on
Wednesday, May 14th, from 10:30 to noon, if it appears that another
session is needed.)
Regarding the May 5th sessions, staff or faculty who are interested
in attending should RSVP to Katrina Romero,
avcoasst@uclink.berkeley.edu, with the subject line "MCCA RSVP."

BITS Forum
Next week, a new mailing list called the BITS Forum is expected to be
announced by IST. This list will be a channel for discussing
information technology procurement issues at UC. Participation will
be restricted to Berkeley Campus staff and faculty. The first big
topic for this list will be MCCA, so departments interested in MCCA
should join the list once it is announced.
Technology Resource Center (TRC)
TRC has been selected as the reseller for MCCA. TRC will soon be
ready to provide information about the ordering process.

Until the BITS Forum is operational, departments may send questions

ADVANTAGES OF THE AGREEMENT
1. Enrollment will be a streamlined process handled by Technology
Resource Center (TRC).
2. Departments may enroll only for the products they need: desktop
products, Client Access Licenses (CALs), and server products.
3. The most popular products are bundled into the Desktop Package,
and the discounts for all desktop products will be determined by the
volume of enrollments for this product. The Desktop Package includes
Microsoft Office (the Pro version for Windows and the latest version
for Macintosh), Windows upgrades, and the Core CAL.
4. All products are automatically licensed at the latest versions,
with "downgrade rights" that permit use of prior versions if that
suits the department's operations.
5. There will be uniform pricing based on UC-wide enrollment
volumes. Each department gets the advantage of the entire
University's purchasing power.
6. Prices will not increase for a period of 4 years (but with
increased enrollments, they may decrease).
7. Tracking of desktop licenses is not required, as an enrolled
department is licensed for an enrolled product for all of its
machines. Additional machines are automatically licensed for desktop
products. (Server products, however, are licensed per machine.)
8. Machines in computer labs maintained by an enrolled department
are covered by the enrollment.
9. Work-at-home rights for faculty and staff are included for
desktop products.
10. As part of open enrollment, there is a free option to trade in
existing SQL Server licenses for per-processor licenses that
eliminate the need for SQL Server Client Access Licenses.
11. As part of open enrollment, credits for unused months of
Software Assurance (or Upgrade Advantage) will be available if the
covered product is enrolled in MCCA.
12. Because invoicing will occur in June, a department has the
option of paying for its enrollment in the fiscal year ending 6/30 or
the next fiscal year starting 7/1 (the latter means paying in July).
