Urgent browser question

Hi Everybody,

I've done a website for a workshop we are having
http://www.nuc.berkeley.edu/html/research/ethics/index.htm

The site works on Netscape 7.0 or IE 5.0 or later.

For some wierd unknown reason (to me) the link to Agenda does not work on
Netscape 4.0, it trys to link to the css style and says object not
found. The code is correct as it does work in the browsers Netscape 7.0 or
IE 5.0 or later.
I did the site in Dreamweaver and Fireworks MX.

Any ideas? Or do people simply HAVE to update their browsers.
