Google's PageRank algorithm rates sites higher based on the number
of *credible* other sites that link to you.
The best way to get this is to have relevant content that is updated frequently.
Weblogs consitently rank high because they have lots of crosslinking and new content activity.
Spamming Google using fake websites ("Link farms") or duplicative metatags ("keyword spamming")
is an old trick and it will only lead to your site being deranked or sometimes,
even excluded from Google listings.
If you want some background on a recent battle over this,
look up the terms "SearchKing" and "PageRank" on the net..
Avoid 'consultants' or software that promises to increase your Google listings through tricks.
Some things that *do* help is to keep the design of your pages simple,
avoid tabular designs with links at the left or top, or frames.
Use meta-description tags with unique text describing the page (not the site) on each page...
Think "what makes this page different from the other ones on my site and on the web.." and
design the text to lead people into your site..
You should also generate 'plain html' index pages at a high level in your site
to provide paths to any dynamic content or pages that are only reachable through forms..
