No, SAV 10.2 is supported for Vista only, though I have heard some
anecdotal reports of running it successfully on XP.

The SCS Administrator CD contains the all the SAV-only installers as
well as the combined SCS installers and administrative tools necessary
for managing Symantec installations. If you want the non-customized SAV
10.1 installer, download the SCS Administrator CD and extract the SAV
directory.
