We've been using a product called the A-Key 4000 from Authenex
http://www.authenex.com/authenex-products/akey-token-4000.html . It's a USB
key with built in encryption which can be used on any windows machine
without needing to install software. It has some very nice features
including an administrative password so you can reset forgotten user
passwords. The whole disk is encrypted so you don't have to worry about
users confusing protected and unprotected partitions. Performance is a bit
slower then a normal USB key but its fast enough for most users.
As far as I know they don't sell directly but if you are interested I would
