I think the cheapest APC battery is $30 or so. I'd check the battery
contacts, and see what the device does without a battery. If it is
still non responsive even after an overnight soak, I would probably
write it off. The sub-500VA ones are not expensive. If you have the
cables already then look at APC's outlet for refurbished units.

E&S will take the unit, but I think the battery is classed as
hazardous and needs special arrangements. I have two units I need to
put in the system on our next cycle.

By and large I like these bricks. I mostly use them for controlled
shutdown of critical systems and some power smoothing.
