It is not the same as the bcc: option. That just suppresses the
addresses from appearing in the recipient's copy. It knows nothing
about the recipient address or list.

To do what you want would need a mechanism that could determine the
membership of all the lists and send just one copy (using which
list?). Since the campus lists are discrete, I don't think it could be
done.
