Before we had a license for SCS, we licensed SAVCE from Symantec. SAVCE Ver.
8.1 was the last (now archived) version of SAVCE that we were licensed for
and remains available to allow an orderly migration to SCS. At this point
it's probably about due to be permanently removed from the Software page.

Actually, an SAV-only installer is also available on the SCS admin CD
itself, so that second CD is redundant and is not present on the SCS 3
download page.

Our license is for SCS, and SAV is part of SCS and also available as a
standalone installer on the SCS CD.

Historical reasons, mostly.
