That depends largely on how much work you want to do. I'd start by reading
up on the (quite good) documentation provided by ASD at
http://socrates.berkeley.edu:4100/FAS/coa.html
My applications use Option 2 (originally via direct connection, but
connectivity issues forced me to just periodicly shadow the COA validation
tables from the FTP source).
Option 1 has the attraction of doing all the logic application for you (So I
hear -- I've never actually tried using it having an irrational distrust of
Java), but if you follow the instructions provided (they really are nice and
explicit) you can code up that part from the source tables easily enough.
