Windows 95 and telnet are both disallowed under the campus minimum
security standards. I would suggest that one of the major reasons for
the existence of the standards is so technical folks have a lever to
use on faculty members who do not wish to assume their
responsibilities as network citizens.
You should tell the faculty member that he can keep using Win95 after
May 1st only if he takes the machine off the network entirely, so this might
be a good time to upgrade.
