This may or may not be pertinent to your particular situation, but
there are a number of Symantec Knowledge Base articles which list
troubleshooting steps when you can't obtain virus definitions or
other updates via LiveUpdate. Among these:

For the campus-licensed Symantec AntiVirus Corporate Edition:

Error: "LiveUpdate could not get the list of updates" when running LiveUpdate
   http://service1.symantec.com/SUPPORT/ent-security.nsf/docid/2000071709543913

For Symantec's retail ("Norton"-branded) products:

Error: "LU1814: LiveUpdate could not retrieve the update list"
   http://service1.symantec.com/SUPPORT/sharedtech.nsf/pfdocs/2002082616293813

To spotlight one reason discussed in the second article, some worms
and spyware/adware alter Windows' IP "hosts" file to point hostnames
such as "liveupdate.symantec.com" and
"liveupdate.symantecliveupdate.com" at localhost, preventing
LiveUpdate from contacting Symantec's update servers.

There are also additional Knowledge Base articles covering other
issues that may cause LiveUpdate to fail, and you can search for
these on Symantec's Enterprise and Retail support sites via that
company's support entry page:
