Programmer/Analyst III - Job Req #1272
Communication and Network Services (CNS) is a department within 
Information Systems and Technology (IST).  CNS supports approximately 
45,000 data network connections, 25,000 telephone lines, and the 
emergency communications system for the Berkeley campus.  The 
services supported by CNS include planning, developing, installing, 
upgrading, and trouble-shooting the physical infrastructure, 
hardware, software, customer equipment.  CNS services are essential 
in meeting campus instructional, research, and administrative goals. 
All units on campus use the service that CNS provides.
The Information Systems (IS) unit of CNS develops, implements and 
supports the computing needs of the CNS department and its customers. 
The COMET (Communications Enhancement Team) systems include a 
telemanagement system (Mysoft) purchased from Compco, in-house 
additions to Mysoft to integrate data networking management, an 
on-line Shopping Cart for campus customers to view and modify their 
services as well as submit voice and data orders on the web, and 
web-based interfaces to all of these databases for internal use.
This position will enhance and maintain the COMET systems, with 
special focus on the on-line systems used by CNS's campus customers. 
Duties include programming, analysis, business process 
re-engineering, software installation, testing, debugging, vendor 
coordination, user contact, training, and support.
The position will:
*Be the primary support programmer for the On-line Shopping Cart System.
*Design, implement and enhance tools that integrate current and 
future technologies with business processes.  Tools must be 
user-friendly with end-user flexibility.
*Program tools which must incorporate numerous programs from various 
vendors with current internal systems and campus systems.
Responsibilities:
*Responsible for providing computer programming for maintenance and 
support of the COMET system and other existing CNS applications.
*In addition to maintenance and support, develop enhancements and 
analyze their feasibility taking into account the effects upon the 
existing system and design specifications detailing programs and 
procedures that will need to be written or modified.
*Coordinate program maintenance tasks with other team members and 
vendors; estimate the time required to implement enhancements; and 
make recommendations as to appropriate courses of action. These 
include analysis, programming, testing, debugging, software 
installation, documentation, and training.  When appropriate, propose 
possibly very significant and far-reaching changes to the way CNS 
systems are used.
*Independently plan, design, and implement complex web-based systems 
using a variety of programming and database languages such as: SQL, 
Progress 4GL, ODBC/JDBC, Webspeed SpeedScript, Perl on UNIX/Linux 
platforms, advanced HTML, CSS, XML, and Javascript and improve COMET 
systems functionality through uploads, reports, and web-front-ends to 
simplify multi-step data collection.
*Perform analytical and programming tasks as needed, and back up 
other programmers in the unit, including operating system and 
database system administration support tasks.  Interact with other 
campus systems developers and outside CNS vendors.  As a member of 
the Comet Team, participate in Comet production activities 
(end-of-month processing, fiscal year close processes, etc.).
*Responsible for managing a variety of forms of user support and 
contact.  Must be able to understand, discuss and prioritize 
requests, explaining to personnel which features are readily 
supported by the current system and what is involved in developing 
other features.  Answer users' inquires in person or via telephone or 
email, and provide technical support, training and documentation.
  Requirements & Qualifications:
The position requires advanced programming experience as well as 
high-level and sophisticated knowledge of computer software, 
hardware, utilities, various operating systems and computer 
networking. Thorough knowledge of relational databases, advanced 
HTML, CSS, JavaScript, Perl, Unix shell, SQL, web-database 
integration.
In addition to the aforementioned technical skills, this position 
requires excellent communication skills.  The position must be able 
to effectively communicate with a wide range of managers, analysts, 
programmers and system users both within the CNS department and 
campus wide. Communications entail the offering and solicitation of 
technical advice and/or technical training, business process 
re-engineering. The position must be able to understand business 
needs, interpret requests and translate them into technical 
specifications.
Other:
Desired Skills: Progress Database and tools, Oracle database and 
tools, or Sybase database and tools.  Java, J2EE, PHP, VBScript, HP 
Openview, SNMP queries, ODBC/JDBC.
Salary range for this position is  $54,600 - $98,300.  Although the 
full salary range is listed, the actual offer will not exceed the 
midpoint of $76,400.
