Steve Gibson has written a little utility, "Shoot The Messenger"
:-) to simplify the task of disabling or re-enabling the Windows
Messenger service under Windows NT, 2000, and XP:

   http://grc.com/stm/ShootTheMessenger.htm

Straightforward instructions for manually disabling this service
are provided on the following University of Virginia and Auburn
University Web pages. (These two pages are remarkably similar, but
each includes some unique verbiage that may be useful for adapting
these pages for local documentation.)

   http://www.itc.virginia.edu/desktop/docs/messagepopup/
   and
   http://www.auburn.edu/oit/security/messengerService.html

Gibson's "ShieldsUP!" services also include a test which can "send
your machine a few simple and harmless 'Messenger Spam' pop-up
notes." This test can be used to verify that the Windows Messenger
service has been disabled.
