Sigh... then the person you talked to doen't "get it". It
has nothing to do with DHCP, but rather sbc's (evidently) poorly-kept
DNS records. See if you can get your problem elevated to somebody at
sbc who has a fundamental understanding of dns...
(Sorry to rant, but this is an all-too-common problem for
which there really is no excuse...)
