Dail-up Help

I have someone who deleted some desktop icons (including MSIE) on a Win 95 Compaq Presario. As a result they
receive error message 745: reinstall dial-up networking. I've reinstalled dail-up, and the modem, but still
receive the error. Anyone have ideas?
