I believe that the restrictions are by design: ordinary users are not
(and one could argue, should not be) normally granted access to
sensitive system files under Windows XP/2000/NT with NTFS.
Note that scheduled scans typically run under an elevated security
context so that you should be able to set users up for daily, weekly,
etc. scheduled scans of their hard disks, much like the LiveUpdate
scheduled events.
