Are there any official recommendations on whether it is a good idea to
run personal firewall software (for Windows machines) -- and if so, what
products are good ones?

I'd be interested in hearing your experiences and thoughts. The article

puts in a strong plug for ZoneAlarm (http://www.zonelabs.com/),
especially because of its strong performance on the "LeakTest"
