Here is what seems to have worked

MPR.EXE Blues screen that prevents shutdown i Win98
    ----------------------------------------------------
CAUSE: A corrupt password file on Win98.

SOLUTION: locate all occurrences of *.pwl (under the Windows folder),
delete them, restart the computer and they will be recreated.

"FILE IN USE" error preventing Access 97 usage
    -----------------------------------------------
CAUSE: For every database opened for shared use, an .ldb file is created to
store computer and security names and to place extended byte range locks.
The .ldb file always has the same name and is located in the same folder as
the opened database (.mdb). Whenever the last user closes a shared
database, the .ldb file is deleted. The only exception is if a user does
not have delete rights then, the .ldb file is not deleted because it
contains information about who was using the database at the time the
    database was marked as corrupted.

SOLUTION: So, we've had to give users "full rights" via Novell to that
folder on the server (they had been read-only) and warn them not to delete
anything -- then the Access97 security prevents them from changing data.
[However the Novell security allows them to move and delete the folders
.... some solution huh?] At least, until I can find a better "work around"
this has allowed all parties to access the database.
