I t hink for the Mac there's OmniGraffle. If I'm not mistaken Russell
Connacher demoed this at a BPAWG meeting last year. There's of course VISIO
for the PC. I have used a product called Process Modeler which is
specifically geared toward BPMN, and based on VISIO, but it's not cheap. So
I don't have a good free and cheap answer for you.
I suspect you'll see some other suggestions.

I recall a discussion on one of the berkeley lists about this...it goes by
many related names: workflow mapping, process mapping, business process
mapping. I'd like to find something free or cheap, for Windows (though
hopefully cross platform). I didn't find anything in the archives and
nothing on the software.berkeley or TSW sites.
