My understanding is that the install disks that come with Macs can
only be used with those computers. An appropriate update disk can
generally be used with any Mac, but you can't buy a Tiger Intel
update disk because all Intel macs came with Tiger and wouldn't need
an updater.

You either have to find the original install disks or use a Leopard
updater. There is an article on building a universal bootable disk if
