Oracle has just released a free database developer tool, Oracle SQL

Using this tool, you "can browse [Oracle] database objects, run SQL
statements and SQL scripts, and edit and debug PL/SQL statements. You
can also run any number of provided reports, as well as create and
save your own." Sample screen shots, a feature matrix, and tutorials
are linked from the page above.
This Java-based tool runs on Windows, Linux, and Mac OS X. Due to
its requirement for JDK 1.5, it likely needs Mac OS X 10.4 ("Tiger")
or higher. The tool connects to Oracle database versions 9.2.0.1 and
higher.
There are many other tools similar to this one, including free,
shareware, and commercial products. Some work with only a single
vendor's database (e.g. Oracle, MySQL), while others work with
multiple databases. Some of these tools also offer more, or
different, functionality than Oracle SQL Developer.
