Not to my knowledge. But this software is available inexpensively via
volume reseller TRC, via the campus's software license agreements with
Microsoft:

From a quick check of TRC's price list, Virtual PC 7 for Mac OS X is
priced at $31.30 per license and media costs $22 per CD.
