propagate permissions for ACE in 10.4 server?

I have a single ACE in the ACL for a share in Tiger server. I'd like
to propagate the permissions to all children folders and files.

When I select the ACE and try to choose "Propagate permissions..." in
the little gear-icon pop-up menu in the lower right, this menu choice
is greyed out and unavailable.

The rule happens to be for a group to allow full read & write,
applied to "This folder. Child files. Child folders. All
descendants." There are no other Entries in the List.

Have folks seen this? Hopefully I'm just missing something.
