mass mailings from departments - more info

Okay, as many times as we read and re-read messages, there is always
one thing that doesn't get into them!

Just to let you know, the lists that are located on
lists.berkeley.edu are exempt from this mass mailing requirements.
They are handled differently since they are part of us. We are
mainly looking for departments that use outside applications to send
the mail.
