Try logging in as another user -- make one if it doesn't exist. (I've
started making administrative accounts named Administrator on some of
our OSX machines, where appropriate -- seems to be coming in handy.)
If launching Safari as this other user is quick and snappy, you can
focus your efforts on config stuff in the user's home directory. May
try purging the cache for the heck of it, maybe blowing away the user's
Safari prefs entirely if the problem persists.

Personally, I don't every really find a reason to quit Safari in the
first place. ;)
