You're spot-on, Greg. Charles wrote me privately that:

The campus doesn't have a Snapz Pro license for Mac OS X -- it was
too expensive given the likely benefit. As you noted in an earlier
MAGNet posting, SnapNDrag <http://www.yellowmug.com/snapndrag/> is an
excellent freeware screen capture utility, and may be an adequate
substitute for Snapz Pro in many instances.
We'll look into offering a newer Citrix client and/or tn3270 via
software.berkeley.edu this summer ...
