OS 10.2.8: Can't Empty Trash

Hi All,
I can't figure this out: I've removed all the contents of the trash
and tried to delete one file at a time and even that doesn't work.
There have been times when the actually crashed to the point that
I've had to reboot.
Any suggestions?
