Apple Mail attachments

Hi all,

A user in our library is having trouble creating attachments. They are
running OS 10.2.8. They can drag and drop a file to make and
attachment, but clicking on the Attach button, following the dialog
boxes, after reaching the desired file to attach it is greyed out.
This happens at all files one navigates too. Sounds like a permissions
problem, but I can't figure it out.

Any suggestions?
