Ah, ok, solved my own problem.
My previous installations of X11 had been directly in
/Applications/. The 10.3 installer installed the new X11 in
/Applications/Utilities/, and didn't "clean up" the older version in
/Applications/.
I trashed the older version that was in /Applications/,
launched the one in /Applications/Utilities/, and it worked fine.
