A note in Apple's summary article on Mac OS 8 & 9 compability
states that most PowerBook G4 models, as well as a number of other
Macintosh models, "are supported by the version of Mac OS included
with the computer when it was purchased; retail copies of Mac OS with
the same (or earlier) version number may not include the system
software components necessary to start up these models." (In most or
all cases, generic, later versions of the Mac OS are also supported.)

By inference from the chart and notes in this article, it may be
possible that, to start up this PowerBook G4 from a Mac OS 9.x
install CD, you may need either the machine-specific Mac OS 9.1
install CD that was originally included with that model of PowerBook,
or a generic 9.2.1 or 9.2.2 install CD.
