A user here had a somewhat similar problem with a 9.2.1 G4.
When the delay hit, though, it wouldn't stick until a reboot. A
search of Apple's discussion forums produced the following:

As described in this discussion (more or less), popping a Zip
disk in this user's machine *instantly* cured the delayed keyboard
response. It's attributed to a bug in Apple CD/DVD Driver 1.4.7;
replacing with a downgrade to Apple CD/DVD Driver 1.4.3 removes the
conflict.
From the discussion, this appears to be not entirely uncommon
on 9.2.1 G4s; thought I'd share it here in case others find similar
problems.
