While I don't have any experiences to share regarding Eudora under
Mac OS 9's Multiple Users environment, Apple offers general
information about this feature in their "Multiple Users Compatibility
Kit":
<URL:ftp://ftp.apple.com/developer/Technical_Documentation/MultipleUsers_Info_Kit_R3/StartHere.html>
This "Compatibility Kit" consists of a collection of HTML and PDF
documents and one header file. The Kit's home page includes links to
five Apple documents directly related to Mac OS 9's Multiple Users
feature and three other, related documents.
One of these linked documents, "Multiple Users Compatibility
Testing," is a rather generic guide aimed at developers -- but also
potentially useful to campus support providers -- who need to test
whether specific application software is compatible with the Multiple
Users feature:

P.S. to Michael and other MAGNet'ters: In our work on the
Connecting@Berkeley 2001 CD, we developed four external code
resources (Xcods) for Installer VISE -- an installer-building tool
site licensed to the Berkeley campus, and available via
<URL:http://mac.berkeley.edu/othersoftware/installervise/> -- that
permit an installer to test for various Multiple Users-related
conditions prior to installing software or performing other actions.
- MultUsersActive
Is Mac OS 9's Multiple Users feature active? (Returns true/false)
- MultUsersIsOwner
Is the computer's owner logged in? (Returns true/false)
- MultUsersName
Returns the name of the currently logged-in user, if not the owner.
- MultUsersFinderEnv
Returns the environment of the currently logged-in user:
Normal, Limited (i.e. Limited Finder), or Panels.
Generally, the latter two environments aren't likely to be friendly
to software installations. (However, most users aren't likely to
be able to perform software installations under these environments,
either, so the utility of this Xcod is probably minimal.)
If you wish to use these Xcods in your installers, please feel free
to drop me a note, and I'll send them to you.
