A follow-up: when I last tried this some time ago, it was also
necessary to perform one additional step not mentioned in the NPACI
FAQ: configuring Fetch to use passive mode (PASV) FTP, via that
application's "Customize" menu, "Preferences..." option, "Firewalls"
panel. (This allows the Fetch to open the data connection to a
server-specified port, rather than having the FTP server open the
data connection.)
