1.0 PRELUDE
I got your contact through your country's chambers of
commerce and Industry. Although, I don't know you
personally but I believe God has Made this contact possible
and you will not betray me for trusting you.

2.0 MY BACKGROUND
I am the Managing Director of NIGERIAN NATIONAL ELECTRIC
POWER AUTHORITY (NEPA), which is a major agency under the
FEDERAL MINISTRY OF MINES & POWER (FMPS). I studied
Electrical Engineering at the University of Ibadan, where I
obtained My B.sc (Hons), M.sc (Hons) and PhD, I specialize
in Electricity Generation and Distribution.
I am a Fellow of the Nigeria Society of Engineers (NSE). I
am married With four Children. I have worked with this
Ministry for 27 years. I Will be due for retirement in
three years time.

3.0 REASON FOR CONTACTING YOU.
I am writing you this mail on behalf of myself and two
other top Government Officers in my Ministry which I will
not like to disclose Their names now for security reasons,
they will be made known to You later. We want to go into a
mutual beneficial business relationship With you. The
business is risk free and will help elevate you, your
Family and company. This is borne out of our desire
to break into International Trade and Investment after my
retirement from Government Service. We will like to set up
a Joint Venture business with you as Our Foreign partner
after retirement.

4.0 ELECTRICITY CONSUMPTION IN MY COUNTRY.
As you may have known, Nigeria is the most populated
country In Black Africa, it has the largest concentration
of blacks in the World, with above 120Million people as at
1993.
Apart from This population, the country has the largest
Industrial Base in Africa and with the highest economic
growth potential.Consequent upon this large population and
industrial capacity, the Electricity and Energy Consumption
in my country is the largest in The African Continent. We
supply electricity to our neighboring African Countries. As
a result of this demand for Electricity, NEPA has built the
following Hydro Electric Dams; Kanji Dam at Jebba, Shiroro
Dam in Niger State, Rima and Bakolori Dam in Sokoto State.

5.0 CONTRACT WITH SEPCO IN CHINA
We have projected that the demand for Electricity will
double in the Near future, in order to increase our
generating and distribution capacity,On 27th March, 2002,
NIGERIAN ELECTRIC POWER AUTHORITY (NEPA) under the Federal
Ministry of Mines and power entered into an Agreement with
the CHINA NATIONAL MACHINERY & EQUIPMENT (Import & export)
COMPANY (SEPCO). This Chinese company SEPCO is to build
2x335MW Gas Turbine Power Plants at Okitipupa in Ondo
State. The cost of building this plant is US$350,000,000.00
(Three hundred and fifty Million United States Dollars
Only).This agreement was signed in Beijing, China. This
Contract was awarded to this Chinese company Under the
Economic and Trade Co-operation between Nigeria and China.
At your request I will send you a copy of the CD ROM where
everything about this Contract and the agreement meeting
was recorded in Beijing, China. From this CD Rom you will
watch and verify for yourself all the officials of SEPCO
and the Federal Ministry of Mines and Power/NEPA that
negotiated and signed this agreement.

It is salient to let you know that after this US$350Million
has been provided by the Federal Government for this
project, Myself, the Project Coordinator and the Honorable
Minister, negotiated with the top management of SEPCO based
on the Quotation and the Bill of Quantity they submitted.
They now agreed to execute this contract at the cost of
US$331,500,000, leaving the three of us with a balance
of US$18,500,000 to share. This negotiation was possible
because,we threaten to take the contract away from them and
award it to a Russian Company that was ready to do it at a
lesser cost. This new cost arrangement is not known to the
presidency and they have already release the sum of
US350Million for us to pay SEPCO.

6.0 WHAT IS NEEDED NOW?
Our Civil Service code of Conduct does not allow us as
government workers to own a foreign bank account, because
of this we need a very trustworthy foreign business
man/woman whom we will present as the subcontractor, that
executed part of this Plant building project.
We will now arrange additional subcontract award
certificate and other documents that will make the person
the actual beneficiary of this US$18,500,000 and get this
money paid into his or her account within (14) fourteen
working days.

7.0 SHARING RATIO.
We have to discuss the modalities for sharing the money
when transferred to your account, as for now, we propose to
give you 10%percent of this money (US$1,850,000) for
helping us to collect this fund. With our share we will set
up a foreign trade business, which will also be supervised
by you as a partner. We have to enter into a legal binding
agreement between us, which will indicate the fund
sharing ratio, it will show that the money coming to your
Account is from contract payment and is meant for
investment in your country.This is to protect you and me,
so that nobody is cheated in this transaction.

8.0 INFORMATION NEEDED NOW.
To get started, I need you to provide the following
informations;
I) Your Correct full names,
ii) your residential and office addresses
iii) Your Company name and address
iv) your telephone, mobile and fax numbers
v) Let us know your nature of business and
vi) Your level of education.
vii) your experience and area of specialization in
business.
This will enable me to write letters of claim on your
behalf and forward them to our Apex Bank (CBN) for
approval, who would then make contact with you and credit
your account with the total amount of US$18,500,000.00.

9.0 CONFIDENTIALITY.
For the fact that we are still in the Government Service, I
would want you to keep this deal top secret, both from
friends and family members.
