Probably the way it will work is the person who owns a name in the
uclink/socrates/calnet namespace will be the only person who can choose
it in the Berkeley.EDU namespace. Essentially they'll be one namespace,
because once the name is chosen for one of the services, it's reserved
for all the other services.

So, those who have been around since before uclink and thus are fortunate
enough to have margaret@uclink, will be able to get margaret@berkeley.edu.
